It was more than a decade ago,
but I saw a project, with a modular structure,
that split the SQL parser away from the DB storage,
so you could create an SQL interface to your own data.

Maybe it evolved to be more glued to its own data source,
maybe it was a different project, and this one was its sibling,
maybe sqllite is all you need anyway,
but it might have been gadfly

But then again, the big online dictionary says:

 gadfly:
      One who upsets the status quo
      by posing upsetting or novel questions,
      or attempts to stimulate innovation
      by proving an irritant.
