If your MTA (sendmail or exim or whatever) is trying to use procmail
then it should be logging a "suspicious rcfile" error somewhere.
Procmail will refuse to run if it thinks there's a possible security
issue.
Try

  chmod 600 .procmailrc

and see if that fixes anything.
