[Scottish] apache/php compile problem

Where no stranger to php/apache builds, Im having a problem on a mates 
machine (mdk 9.1)  with it not creating  libphp4.so.

everything is latest stable.....

a pertenant line in php's ./configure output is
checking whether to build static libraries... no

and the ./configures are (though many simplified variants have been used)  t

PHP config
./configure --prefix=/usr/local/webtriad/php 
--with-apxs2=/usr/local/webtriad/httpd/bin/apxs 
--with-config-file-path=/usr/local/webtriad/php --with-mysql --with-dbx 
--with-gd2=/usr/local/webtriad/gd --with-zlib-dir=/usr/lib

Apache config
 ./configure --prefix=/usr/local/webtriad/httpd --enable-so 
--enable-cgi--enable-info --enable-rewrite 
--enable-speling--enable-usertrack --enable-deflate --enable-ssl 
--enable-mime-magic --enable-shared=max --enable-rule=SHARED_CORE

Ideas anyone?
