Hi
    I've used 1and1 a while back and now use fasthosts - both are cheap, 
have remote web based admin access, and seem reliable. I know fasthosts 
do perl cgi on their budget linux, and 1&1 do it on the business 
accounts only.
These are the only two I have experienced.
