There is IRC provided by lug.org.uk, but I don't use it so do not know much 
about it.

It uses something called a reflector to set up conference type calls.  It is 
actively used by blind Linux users in Northants and Cambridgeshire.  It was 
being shown at our last (LELUG) demo day and looked very impressive.
