The main contenders are hylafax and mgetty/vgetty, although you will probably 
want to use the send-to-fax functionality which may already appear in your 
'select a printer' dialog box from kde etc.

I'm currently hacking on vgetty to get voice to work at a higher quality with 
my modem (a diamond supra express).  I don't know much about sending fax, but 
my system receives them, and emails them to me so that I can access them from 
anywhere.  It also supports a mail to fax gateway and a number of other 
options. (mgetty supports remote dial-in as well, should you want it).

When you look into it, you will find that it is windows software which is 
really lacking, especially when it comes to a system for 'press 1 to leave a 
message for clive, 2 to leave a message for suzi, 3 to listen to dreary 
music' type systems.  The same functionality on windows can cost big money.
