John,

Kylix is basically Borlands Linux version of Dephi,  which is a object
pascal based programing language that can be used to create GUI
applications.

Kylix probably allows you to create cgi programs for dynamically creating
web pages or something similar. (I haven't really looked at it).

However if you want to concentrate on learning HTML and web design I would
not bother with Kylix, it's going off on a bit of a tangent.

I'd just stick with designing static web pages for now, and maybe then some
simple client side javascript if that interests you.

If you want to move on to dynamically generated pages then you'd still be
better off (IMO) looking at PHP.
