Kylix is basically Delphi and C++ builder built into one for Linux
If you don't know what that is then probably not the program you
want to look at. It's an OOP Pascal and c++ visual compiler makes
making software very easy.
Has nothing to do with making html web pages though. Although I
believe it can have some server side web properties
