IE uses content-type first of all, but if the content is set as "text/plain"
or undefined then it will resort to analysing the file extension.

You can demonstrate this by creating a static SVG file by hand and calling
it "pic.svg" and generating the same output dynamically with PHP or ASP (or
whatever) and calling the file "pic.php" or "pic.asp" or whatever... this is
the partially the same point Gareth was making..
