What you really need to do a connection-free install is the 2 CD set for
one of the GRPs.

These 2 mirrors usually are pretty quick:-

ftp://gentoo.linux.no/pub/gentoo
ftp://ftp.rhnet.is/pub/gentoo

If you get to, for example,
ftp://ftp.rhnet.is./pub/gentoo/releases/x86/1.4/livecd, you will have to
chose your architecture and then download whichever 2 CDs you have chosen.
