Are you meaning that it is invoking sulogin(1)? This is only ever done
if the system cannot boot into the default init-level, or you have disk
issues. Look again at the text when you're prompted for the password,
what else is it saying?

Yes, this sounds as though you have your runlevels arse about face. What
do you have in /etc/inittab for the line which reads:
id:2:initdefault:
It's two for me, as I use Debian. At this point, I'd also go a stage
further and suggest that your entire init sequence is screwed, but I
can't confirm this.
