The locale will only affect the local program.

What you want is (in 1.5) in:
	Edit > Preferences > Advanced > Edit Languages

It'll then generate an appropriate Accept-Language header (see
http://www.w3.org/Protocols/rfc2616/rfc2616-sec14.html#sec14.4 )

For CGI then it's put in HTTP_ACCEPT_LANGUAGE.

But the w3 link will let you understand the format.
