As I read this document, an immediate conclusion is that existing laws 
are perfectly adequate for the purpose. There is simply no need for this 
proposal.
Perhaps the underlying motive is that we all have to use Windows, which 
is open by design, and then to be frustrated by the total lack of 
reliability. After all our bureaucracy does prefer the unreliability and 
high cost of Windows to having proper UNIX/Linux machines with their 
infinitely better reliability.
