Why don't you do this with a Wiki?

Matt Duke's done a fabulous job at
http://www.diving-in-norway.com/dykkeguide/ (In Norwegian, but you can see
what's possible). BSAC has a rather humbler attempt at
http://www.bsacforum.co.uk/wiki/ .
