It means that the file your trying to copy can't be found, I think you
meant to use
sudo cp ~/Desktop/"Thawte Server CA.crt" /usr/lib/ICAClient/keystore/cacerts
or
sudo cp /home/<your username>/Desktop/"Thawte Server CA.crt" /usr/lib/ICAClient/keystore/cacerts
