Hi Rhys,

Try initialising the modem with AT&FX3

That's the string to ignore dialtone.  So, in theory if it can't hear
the dial tone with that string it will dial anyway and if it's capable
of negotiating with the server at the other end, may connect.  If not no
harm done :)
