I don't see how having "spammers on their servers" stops your e-mail
getting through.

You're talking about ADSL. Go to http://www.adslguide.org.uk/ where
you'll find an availability checker and lists of all the ISPs and their
prices. You won't get anything cheaper than £15 a month though, the
wholesale price to ISPs isn't much below that.
