I bought two CPUs from Ebay that were both fine.  Admittedly I
restricted the search to items that clearly stated "Tested and
Working".  That way if it isn't working you have recourse to kick the
seller in the wotsits and get your money back.

BTW from what I know of CPUs I'd categorise Semprons as AMD's answer
to the Celeron.  Both cut down versions of the "parent" chip from AMD
and Intel.  Even so the Sempron performance is not to be sniffed at ;)
