Indeed it does, although your mileage may vary with the advert detection 
(some people say it works for them flawlessly, personally I have mixed 
results).  It has some basic editing functions (e.g. to chop out sections 
of video, etc) although AFAIK noone's done a pretty graphical DVD burner 
for it yet (but you can apparantly do it from the commandline).
