[SWLUG] To Bach characters

Can anyone please tell me how to type the Welsh "to bach" characters
into my English language version of Open Office.

I used to know how to do this but I have forgotten.
For those who don't understand what I am on about "To bach"
is the little roof character or circuflex that appears above certain
Welsh letters

It would also be useful to know how to get them to reliably appear on
web pages too.
