in html you would use

Ŵ html Ŵ - keyboard 0174

ŵ html ŵ - keyboard 0175

Ŷ html Ŷ  - keyboard 0176

ŷ html ŷ  - keyboard 0177

do you need any others?

you might need to set the meta tag for content type  see below.

<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-14">

I think you can also use a UTF base charset but since I only speak 
english I've never played with it.

dunno about OOO probably ALT plus kb no on numeric pad
that works in MS Office anyway.
