each ubuntu flavour by default packages only a limited, but
sufficient, set of packages, the rest are available from the
repositories. That's why there exist the standard Ubuntu - gnome
based, KUbuntu (KDE), XUbuntu, et al....

Further more you have the Ubuntu core, universe and multiverse
repositories, which vary the amount of support and attention from the
ubuntu developers, but rely progressively more on the Debian mother
distro.
