reading about tc it clearly can impose hard limits on use of bandwith by a 
particular computer but i've yet to read enough to know if it can impose 
minimums while allowing any computer to take advantage of any bandwith in the 
net facing connection that isn't being used.
i'm also hoping to find some pre-rolled solution, i'm not sure i'm as confident 
with configuring a firewall/router out of a stock distro as i am wth installing 
a workstation :) maybe i just need to bite the bullet.
