You could use Syncthing for the transfer process. Not sure you could get all the access, but if you do manual backup to a folder then Syncthing will do the automatic file sync to someplace else, another phone, a server, a PC etc. You can get Syncthing on FDroid, I assume you can then also get the APK if you don't use FDroid

i've just received brother in laws old phone, way better than mine!
but not having a google account and running lineageos, transferring some stuff
is a pain.
is there an alternative to goggle account that can store locally on my server,
i thought nextcloud might but that only seems to have specific apps for sms
and files.
on my phone i have notes app, an app for fuel economy etc.
i'd like to be able to back up all that stuff to a local account and then just
restore it on a new phone.
is this a thing?

You could put the phones into developer mode, connect a usb cable and
use 'adb backup' i think that should work.

I don't know if this will help as I don't know anything about lineageos,
but if you connect an Android phone with a USB cable it will start to
charge the phone. However, there is also a feature that allows you to
transfer files. I use it for Shotwell. That seems to give you access to
most of Android's files. Is it there for lineageos?

yes it is but the files that are made visible are only the internal sdcard
storage and any external sdcard, unfortunately some info is installed in
places that are not exposed this way. anyway i installed a root enabled file
manager on the old phone and then moved stuff to the internal storage to copy
over. not all of it can be just inserted into the new phone but i'm basically
there:)
