John,
With the graphical interface for lilo which is the default for Red hat you 
get a list of installed OS's and you just highlight which one you want to 
load ( with the down arrow key), if you just leave it to boot the one you 
set as default boots up.
you can set the delay to what you want in /etc/lilo.conf  remembering to 
run ( as root) /sbin/lilo after any changes
