I thought it was Packard Bell stuff that was problematic.  I know
every one I've tried to work on has been.  The fun usually starts when
you try to open the damn things up.  They are not meant to be opened
:-(  Or, certainly not by anybody other than the factory.  That
applies here and in Australia so I guess it's worldwide.  I don't ever
recall working on a Dell machine though so they may be troublesome
too.
