Couple of reasons: like you say, a couple of dogs can't control a
rioting crowd, but then a coulpe of coppers can't either. But if
you've got one or two nutters, then you send a dog rather than a
copper after them, because (a) the dog can run faster than its
handler, (b) it's a lot harder for the nutter to punch a dog out than
it is for them to punch out a copper, (c) the dog can pin someone to
the ground effectively, (d) you *know* a copper won't lamp you one,
and you don't know that at all about a rabid Alsatian police dog :)
