Indeed, a broadband router simply converts broadband signals to Tcp/IP
and back again, whilst routing in the usual router fashion. Therefore a
modem isn't neccesary if there is another method for the router to be
connected to the broadband line.

Slightly off-topic, but are ADSL modems actually modems (in the
modulator/demodulator sense of the word?)
