If speed isn't the issue and they're aware that the major players are 
increasing the download speed with a balancing factor of putting a 'cap' on 
the amount of data downloaded then I would guess that the most important 
factors for this person are:

Service Levels.
Minimum contractual period.
Contention Rates.

It's got a lot of information on the ISP's and the packages they offer.
