It is sensible usage.  Which is sensible to them and to the customer. 
Or that's how I read it.  I'll dig the e-mail out they sent me and
pass it on to you.

I wish I had joined them now because the amount of interest this is
getting I would have been eligible for some free months :-)

I've mentioned this deal to my existing ISP and they are scared.  They
are trying to frighten me with stuff like "do your homework , they
have caps etc."  Well, actually I have the conditions of usage in
writing and having gone through them more than once I do not see any
dodgy areas.  My own ISP are no saying wait a month to see what they
can pull out of the bag :-)  Well, I've given them a wish list
including either a free modem or they pay the connection fee and I
find my own modem.  I would prefer to get my own as they are
inevitably a USB one that may not work with Linux.  Or, you pay their
price for a proper router.
