Two reasons, really. The first is that the KDE project is a bit older,
so they've had more time. The second is that the Gnome developers have
spent more time developing and refining the core Gnome desktop
environment (which is why it feels better) and have consequently spent
less time developing apps (which is why there are fewer of them and
they are not as mature).
