Do you definately need BASIC? Python is a great language for beginners, and
is available very easily. There's loads of books, pdfs and tutorials too,
and would arguably set him in better stead if he wants to take up
programming more seriously later.

However in Ubuntu there's bwbasic and yabasic.

bwbasic - Bywater BASIC Interpreter
yabasic - Yet Another BASIC interpreter
