I use sipdiscount http://www.sipdiscount.com just deposit 10 Euros
(about 7 quid) every 120 days for free calls to land lines in most of
Europe and North America plus reasonable rates to mobiles.  The same
company is also offering http://www.freecall.com which requires topping
up every 90 days.

By using both of the above I have cut my home bill and cut the office
bill to almost nothing by routing all the calls out via VoIP.  For both
home and work the line rental is the largest part of the telephone service.
