Of course. And it would probably be implemented in the
least economical and/or useful way :-/

But the worst thing about the Channel 5 campaign is that
they want us taxpayers to pay for this in *cities*
Rural taxpayers[1] already pay for a host of things they don't
have access to, from subsidised public transport to
pavements, streetlights and mains sewage. To have to
pay for wireless access which would benefit mostly those
that can afford their own is outrageous. :-(

Far better would be free wi-fi in deprived areas where there
has been little broadband take up, and PC ownership is currently
low. This could be in conjunction with re-cycled PCs running GNU,
and training in their use.
I'm looking at such a scheme myself, but the main problem is the
copious amounts of money sloshing around to fund broadband
initiatives don't seem to have a way of actually leaving the
funding and consultative bodies, and reaching the projects :-/
