Enabling DMA rings a bell to me too, but it was maybe 3 years ago when I
did it so I can't remember precisely what I did, but the following
should help:

Don't blindly go messing with hdparm as it tunes your disks, you
wouldn't want to 'tune' the wrong disk.
To play encrypted DVDs you will need libdvdcss2 as Dave said.

If you're still getting poor playback, try disabling desktop effects to
see if it improves things, if not, turn them back on.
As Dave says, if you're still getting poor playback, try VLC before
considering whether your graphics card and CPU are up to it.
