[Wylug-admin] Organizing WYLUG

[Mark P. Conmy]

If this isn't to be arranged by a member of the University who is also
willing to take responsibility for security, H&S and so on, it's going
to cause problems.

This needs a little more discussion, but I've been away burying my
Grandma so I haven't been able to contribute thus far.
