[Wylug-announce] Use of Wylug-announce

As interesting as all this chat about IP numbers is, it's hard to see
how any of it constitutes an announcement.

The whole point of Nigel setting up separate -announce and -discuss list
was so that people can still receive announcements (and be counted as
Wylug members) while minimising the number of irrelevant e-mails they
have to suffer.

Nigel has announced something about the Wylug lists.  That is good.

People have then been replying discussing this.  That is bad.

Please take it to private e-mail and/or the -discuss list.

also blatantly isn't an announcement either.]
