That's not a problem I've ever found at all. I configure ssh and sshd to do
X forwarding; then I make sure I use ssh when logging in to other systems,
and sudo to run X applications as root. This all Just Works, in my
experience.

Yeah. These days, I go to Gnome's Applications menu -> Desktop Preferences
-> Keyboard. Then the Layout Options tab has a foldout labelled "CapsLock
key behaviour; I select "Make CapsLock an additional Control", then click
Add. I have a reasonably good understanding of the X keyboard-input model,
and I used to do the equivalent with xmodmap, but it's vastly easier this
way.

I freely stipulate that the available XKB tools don't yet go so far as to
make it easy to add new options, and obviously your special requirements
therefore make XKB less of a win than it is for most people. But I think
it's still a win, and that there's still room for improvement doesn't
nullify that.
