The problem I asked about last night is now resolved, thanks to your hints.  
It seems as though when I updated popfile I was so busy with all the changes 
that had taken place and needed understanding and employing (things like 
databases being in a different place, so that old ones had to be imported) 
that I forgot to check chkconfig.  Apparently I have been trying the 
proverbial sledgehammer to crack a nut.  Chkconfig is now on, and all is 
well.
