[Wylug-discuss] Recommendations for a Securable Wiki

Hi All,
I'd like to put up a public wiki which would, ideally, meet the following
criteria:
1. Reasonably strong access control, over editing and administration.
2. Easy installation, initial configuration and use
3. Allow complete control of presentational effects from CSS
4. Provide fairly easy customisation of page furniture (layout, menus,
sidebars etc)
In this instance I'd prefer Perl before PHP before Python, but am not
especially bothered about the language.
Any recommendations?
My own previous experience suggests the following fail on one or more of
the criteria:
i. Usemod - no access control worth talking about.
ii. MediaWiki - default menus irremovable, without serious hackery
iii. Zwiki - unbearably slow via plone
iv. Name forgotten (Martin Rowe's recommendation - masses of
disorganised documentation
