Oh it's working, but you don't see it. Gnome is drawing the desktop over
the top of it, obscuring the root window.

Run gconf-editor (from a command prompt, it's not in the Ubuntu menus),
and change apps/nautilus/preferences/show_desktop to false (unticked).
