VM don't block ports - or if they do it's inconsistent and not
publicised. I've run several web sites & a mail server on my NTL, now
Virgin Media, cable connection for years. The T&Cs don't forbid
running servers, but then they don't offer any help either. Currently
even connection via a router stops you getting support (you're always
recommended to plug straight into the cable modem/set-top box for
diagnosing issues).

I had something vaguely like that earlier this year - it required a
power-cycle of the cable modem to fix it. I'm ex-NTL, so the setup for
us will be slightly different to ex-BY customers.
VM now have combined support closed usenet groups and they are
reasonably clued-up, and seem to be quite responsive. They can do a
fair bit of diagnosis from their end - though they might ask for the
router to be taken out of the equation :(
virginmedia.support.broadband.cable is the one you want.
I'm assuming there isn't anything in your firewall config that's tied
to the old IP address?
