Tell your ISP to stop playing silly buggers?  Alternately, use diald (if you
aren't already) and tell it to ignore IGMP packets for the purposes of link
activation.

It's possible you're asking for these PGMP packets somehow.  Check to see if
you're running anything like routed or similar.
