Aswell as installing an ftp daemon as Rik mentioned, you may want to
amend your hosts.allow file.

If you put the following 2 lines in your hosts.allow file, then
you'll be a bit more secure:

in.ftpd: 192.168.1.0/255.255.255.0 : ALLOW
ALL: ALL: DENY

unless you want to only allow specific machines on your local
network in which case you'll have to list their IP numbers
explicitly.

man 5 hosts_options

describes the extended syntax and is worth a look along with the
regular syntax described in the hosts_access(5) manpage.
