1977? Surely you exaggerate ;-)
It's still listed at the LDP (not as unmaintained) so I assume it is
still relevant. FWIW, I seem to have installed a lot of the the
programs it talks about on my RH6.1 workstation (although I don't
use quotas):
$ apropos quota
edquota (8) - edit user quotas
quota (1) - display disk usage and limits
quotacheck (8) - scan a file system for disk usages
quotactl (2) - manipulate disk quotas
quotaon, quotaoff (8) - turn file system quotas on and off
repquota (8) - summarize quotas for a file system
rquota (3) - implement quotas on remote machines
rquotad, rpc.rquotad (8) - remote quota server
