You make perfectly good points. I don't know the urgent definitive answer
(or, for that matter, anything about anything), but you might want to check
here < URL:http://www.linuxia.de/linux.en.html#quota > for something
brief and up to date. Whether it is either accurate or helpful ...

I think that the quota either is, or has recently been, BSD-ish, and it
should be in

     man fstab

(but isn't).
