Knoppix, it has its problems but it's packed full of stuff.

Else, and it depends what you really mean by "development tools",
Slackware 9.1 install disc 2 with the live stuff on it - I've even
altered it so it starts dhcpc and fires off sshd, ideal for a machine
with no monitor/keyboard, just network.
