Hi Anne,
be aware that most 'cheap' capture cards will have a limited quailty and
will require a lot of disk space (if capturing uncompressed). They can
also suffer from noise pick up.

External devices are less suseptable to noise, but any compression may
introduce digital artifacts.

I personally took the option of buying a MiniDV camcorder which can
capture from composite/SVideo to firewire (IEEE1394), this produces
excellent quality but may be over your budget. (Sony TRV-22 if you're
interested)

There are often a few 'semi pro' capture solutions on EBAY (i.e. IOMega
Buz) if you're happy with second hand kit.
