Have you looked at Plone (http://plone.org)?  We use it extensively
here, and it ticks a lot of your boxes.  Any 'events' published by
members of the site are shown in the calendar, and there are nice
little 'portlets' like 'upcoming events', 'recent news' 'changes since
your last login', etc...

It has nice group functionality, allowing various groups of users to
control different areas of the site.

You can if you want install a wiki into a plone site (zwiki), but
Plone's own content types (Documents, Events, News items, files,
images ...)  are actually really easy to use and make for a more
structured site.

The workflow mechanism is also very configurable so you can easily
define your own states and transitions for any content.

It also ticks the 'programmed in python' box, as mentioned by Rik.
