I heartily recommend griffin (www.griffin.com).
I have a (free!) /29 static allocation (I think they'll give you more if
you pay) and they let you control your own reverse DNS. They're not the
cheapest but it normally works fine for me. There tech support are
generally very helpful "when things go wrong".
